Front and Back Crotch Line Extensions

When drafting the front and back pants block pattern we divide the hip measurement by 4 to create the overall width of each pattern section.

This calculation makes sense to me because we end up with 4 pattern sections total, each approximately a quarter of the total hip measurement.
 
However the front and back crotch extension is a little confusing.
 
Why do we divide the front quarter hip measurement by 4 to find the front crotch extension, and the back quarter by 2 to find the back crotch extension. Where does that calculation come from? Why do we divide it this way?
 
I know there are seam allowances in there too but Im mainly asking about the division process.

 Dear Patternmkr,

The calculations that are found in the pattern drafting video lessons including the pants block pattern one, come from the knowledge I gained trough others and my own experience. I have made some improvements of my own to these calculations over the years using my degree in sculpting and the human body shape.
