front waistband and elastic back

I am sewing a flared skirt that has a front waistband with an elastic casing in the back. I followed all the instructions in the pattern about how to apply the front waistband and the elastic casing. When I sewing the side seams to join the front to the back, I then folded the waistband in half. The front band and the back casing don't meet together. What did I do wrong? Or how can I fix this problem? I hope I explained this for you to understand what I am doing. I am sewing a vintage pattern from 1996. The pattern number is Butterick 4509.

Below please find the steps you need to follow in order to join the front waistband to the back elastic casing.

elastic back waist

I do hope these instructions become part of the sewing library. Don't need it now, but sure see myself doing this in the future.  Love having access to all this help.
