pants upper hip line measurements

 Hi everyone, 
I have been trying to draft pants patterns a number of times, but when it comes to checking the upper hip circumference pattern with body measurement, it is always wrong on the pattern by at least 2cm more than the body. As I am not too sure of the correct way to adjust this amount, can anyone help with this problem.
